NOTICE OF INVITATION TO BID
Notice is hereby given that sealed bids will be received by Adam Trautman, Project Manager, Jackson County Facility Maintenance at Jackson County Courthouse, 10 S. Oakdale Suite 208, Medford, Oregon 97501, until 2:00 p.m. local time the 31st Day of March 2022. Information is available on the Jackson County website.
JACKSON COUNTY LIBRARY DISTRICT ASHLAND LIBRARY HVAC EQUIPMENT UPGRADE
Located at: located at 410 Siskiyou Blvd, Ashland, OR 97520
SCOPE OF PROJECT: The objective of this project is to replace aged HVAC equipment at the Ashland branch Library. The Ashland library constructed 1912 and remodeled and expanded in 2001 and is located near down-town Ashland. The building relies on a water source heat pump system utilizing 2 boilers and one cooling tower. There are a total of 13 heat pumps located throughout the facility’s 3 levels.
Demolition: Contractor is responsible for removal and disposal of all equipment to be replaced in accordance with applicable codes, laws and requirements standard to the industry. Equipment specified for removal is in bid documents, agreed upon based on pre-bid walkthrough, through addenda or that will be necessary for installation of new equipment not specifically called out (i.e. ducts, conduits, etc.). New Items:
Contractor to provide all required labor, subcontracted labor, new water source heat pumps, boilers, duct transitions, misc. equipment/hardware, piping, electrical items, cooling tower and concrete pad and necessary site work, building modifications, required permits, and low voltage controls and DDC system programming per documents to provide a turn-key equipment upgrade to the Ashland branch library. Contractor to have dedicated Superintendent on site when work is being performed. See bid documents from Arc Sine for further specifications and details. Bidder to include an approximate timeline for project in bid package. Winning bidder to work with the Jackson County Library District and Jackson County Facility Maintenance to develop a project timeline based on equipment lead times, available labor, and possible necessary building closures.

Mandatory Pre-Bid Conference Location: Ashland Library 410 Siskiyou Blvd, Ashland, OR 97520. We will meet by the book drop behind the facility.

All bids received which are in proper form will be publicly opened at the above time and place. Bids entered after the above date and time will not be accepted. The Agency may, at its discretion, postpone any such action following the opening, for the period expressed in Agency’s Instruction to Bidders, during which period the bids will be irrevocable and open to public inspection. The Agency may reject for good cause any or all bids, or may waive any informalities in bids, all in its sole discretion, upon a finding by the Agency that it is the public interest to do so.
Instruction to Bidders and all other contract documents may be inspected at the Agency Office, or at the Medford Builders Exchange located at 701 East Jackson, Medford. Bid Packets containing all such Instruction and other contract documents may be purchased at local Builder’s Exchange, location and hours vary.
To be eligible to bid, all proposers must register with the Project manager listed in the ITB and attend pre-bid job walk.
Each bidder must contain a statement as to whether the bidder is a resident bidder as defined in ORS 279A.120. A copy of the bid specifications and documents are on file and may be obtained at local Builder’s Exchange. This form is included in the ITB packet.
All bids are subject to the applicable requirements of ORS Chapters 279, 279A, 279B, 279C and 701, and the regulations of the Jackson County Facility Maintenance.
Bid security in the amount of ten percent (10%) of the amount bid, and in the form prescribed in the Instruction to Bidders, must accompany each bid. Bid security of the unsuccessful bidders will be returned or refunded as and when provided in the Instructions to Bidders.
All work is subject to ORS Chapters 279C.800 to 279C.870.
The Agency will not receive or consider a bid unless the proposer is registered in good standing with the Construction Contractors Board as required by statute.
